Mortgage rates were flat for a third-straight day on Monday as most investors remained on the sidelines ahead of Tuesday's $32 billion auction of U.S. 3-Year Treasury notes. The national-average 30-year fixed-rate mortgage is at four and three-quarter percent with two and three-eighth points, unchanged from Friday.
